He is using FASST, Failsafe and Hold settings are done in the F/S, Hold Menu in the TX. i think your problem is that the receiver was binded with the gear switch in the up position, Rebind your receiver with the gear switch down. basically your failsafe is set for gear up and when you switch the system on it momentarily goes into failsafe and that will make the gear go up. i hope this helps, this is what i did when my gear was doing the same. Well, unless your fuel load is behind the CG which I doubt and the fact that a friend has a Scorpion, I have the complete Idea of the whole concept you are dealing with! This is common with some EDF that have the fan towards the back. When the battery is out of the model it wants to sit on the tail. I just carry a small bag of weight to keep the nose down. No big deal
