Keep cut'n the pipe then. 15.8K is not a great number for that combo. My Rossi-45 turned a bit better than that with the stock mini-pipe. I am confident that you can get another 500rpm's out of it...easily!

Troy- We started the Revver's things there but it was a free-4-all and we could never control the frequency situation...The place is just huge! These days with the 2.4GHZ it would not be as big a deal, but I prefer Rabbit- Flyboy Dave will chime in on the weather report and whatnot I am sure-

Start with the 9x7 so you have more static thrust. The higher the pitch the harder it is to hand launch. Vic and others are using "souped" up engines so a 9x8 or even 9x9 will have enough "oomph" for a hand launch. Have you considered using a dolly?
