RE: BVM brakes locked up ??
Hate to disagree but I really don't think there will be a problem with the wheel brakes. I've been using BVM brakes for 12 years now and I have never ever had one fail. I'm sure it will be something to do with the U.P valve. Jason

Just sounds like the pump can't supply the amount of fuel needed. To prove it push a 15mm length of 4mm to the pump inlet and cut it off at 45 deg then get your BVM taxi tank and push the 6mm clear over the top, you will find it's a perfect fit. Run the engine. Five quid says it reaches full power at a lesser voltage than your 109k. Jason
