Some of us have been ringing the bell for years. I think if we would have put our hoof down (ala AOPA) we could have had a much stronger position. I don't want to come off like I am point fingers but we (RCAPA) had tried to work with the last administration (ignored) vendors, forums, magazines etc. The only folks willing to get the word out were the all things that fly pod cast. Everyone else is/was afraid of upsetting people and or sounding like chicken little. I have repededly ask this forum as well as RC groups, runryder et al to do PSA's (Public Service Anouncements) to get the word out to non AMA flyers and have also tried to enlist the help and suport of Tower hobbies, Hobby lobby, Horizon et al. It appears that most are apathetic to the cause...

While itis true the vendors were flying under (abusing) AC 91-57, it was DHS that cameto the AMA after 9/11. In my opinion, the last administration buried theirheads in the sand and left this administration at a huge situationaldisadvantage. A few clarifications… The last administration (AMA) started the process with the FAA and in my estimation not very proactive. The FAA regulates all navigable airspace! If you ask the FAA, navigable starts at about 1” off the ground. We requested sunshine on the process multiple times, but… Several of us repeatedly railed against section 3. (Left 2 mainly to Rich, but supported his positions) 1. It would be a full time job answering the multitude ofquestions on a forum. 2. After 5+ years of experience, replying here is a no win situation as folk in forums don't converse but casually hurl acusations and conjecture. 3. The representitve is at a great disadvantage as he/she wouldn't be able to turn over all of the cards.

Jim, You make some good points. BAE will be going for type certification of the GA22 in the UK. The U.S. has a lot of people and would be manufacturers and only about 161 COA (Certificate of Authorization) and a handful of experimental certificates. The other difference between our two CAA’s is that yours is willing to accept an “Industry Code of Practice�, FAA not so much. Unfortunately many folks aren’t too interested in doing the work necessary to safeguard their future. We have a group over here that will be taking all of the “good� work that was discarded during the sUAS ARC process and combining it into a Code of Practice. Incidentally, most of the information that was jettisoned was provided by operators.

RE: Supplement Code 550
The 550 effort and end result was monumental in my opinion. The work that was done and a change in the safety code all while the sUAS ARC is on was no small task to complete. FPV has a legal outlet and this document can be expanded upon after it is proven safe. Hoss, Cliffnotes on this NPRM please. I'd be happy to make a comment, but am short on time as I am knee deep in the sUAS ARC. Thanks, Patrick

Anyone going to TAAC? http://www.psl.nmsu.edu/uav/conferences/2008/about.php It would be a good opportunity to speak with Bruce Tarbert (FAA Co-chair) and or Ted Wierzbanowski (industry co-chair), about where they see the sUAS ARC headed. Personally I’m not very encouraged, but I will say that some folks who claim to be in the know may be proven correct (especially the NPRM comment). One other comment I will make is we are going to get the regulation a bifurcated community deserves. They are all potential disasters. The notion that we are dreaming about launching home brew UAS into the NAS (open source especially) is a nightmare for the regulators and ultimately us. Why don’t you advocate that he dream about learning to fly a 2 lbs foamy. If we have an incident, mid air or someone on the ground gets hurt, the segment will be set back years. One nefarious act and you’ll have to be a weapons contractor to fly control line.
