2.4 GHz should work with surface ships, but it will not work with submarines. I don't know Sweden's laws on model radio frequencies, but here in the United States, the most common frequency for subs is 75 MHz.

I have both, but haven't gotten a chance to test either. The UPC-1 is significantly smaller than the ADF, but the ADF has a built in failsafe if you need one of those. What do you mean, "conversion kit around 250?" You want to buy the internals for $250 or under? If so, you're going to have to do a lot of research and building yourself. As for radios, use any surface frequency you would use for a boat, car, or truck, except 2.4 GHz - that won't penetrate water. Basically, the less money you want to spend, the more building you're going to have to do yourself.

It depends on what you want. Where will you run your subs? How much building do you want to do? What kind of subs do you want to have/build? If you want ready to go submarines that aren't too big, Small World Models is a good choice. http://www.geocities.com/smallworldmodels/ These submarines have a gas ballast system. If you don't mind some building, at least to the hull, Caswell has some Sub Drivers ready to go (they're basically the "guts" of the submarine in a self contained cylinder) that are specially built for static plastic model submarine kits, like Trumpeter 1/144 Kilo, Trumpeter 1/144 Seawolf, Revell 1/72 Type VII U-boat, etc. http://www.caswellplating.com/models/index.html Many of these submarines have a gas ballast system. If you want to do a lot of building, you can buy hulls from several online venders, such as Scale Shipyards. You can also build your own water tight compartment/cylinder from someone like BigDave http://www.frontiernet.net/~bwelch/ These are mostly RCABS ballast systems. Some enamel clearcoat should work just fine, so I've heard. I'd like to hear what others have to say, since many suggestions involve painting fiberglass and not plastic hulls.

The Small World Models 1/96 Bluback is a nice ready to run submarine. It's relatively small, handles well, and all it needs is paint and drainage holes to get into the water.

Death, Understand that if the camera is wireless, you likely won't get much underwater range. Many wireless camera are on the 2.4 GHz frequency and those signals will not penetrate water past a few inches. 434 Mhz, 900 MHz, etc. will probably allow you go to deeper, but not by much.

I just bought some at my local hardware store. It's white (but clear) and really thick and came in a small plastic container. I don't think the container makes much of a difference. The stuff used for heatsinks isn't silicone grease...I don't think. Isn't that lithium grease or something?

Not at all, and depending on where you run your sub, it's recommended. I use silicone grease on all my pushrod seals, o-ring or cup.

O-ring seals will work as long as you don't need to pressurize your WTC or create a vacuum in your WTC (for example, an RCABS ballast system).
